Steven Gray is a California-based pharmacist, consultant, and attorney with over 50 years of experience in pharmacy administration and regulatory compliance in community, hospital, managed care, and military settings. Currently, he is a consultant specializing in pharmacy law and ethics and related practice standards for law firms, pharmacy owners, practitioners, healthcare administrators, arbitrators, legislators, and regulators.
His professional experience includes being the National Pharmacy Professional Affairs Leader for Kaiser Permanente. In this position, he managed pharmacy government affairs and public policy, which included sponsorship of pharmacy practice and related state legislation, collaboration with consumer and health professional organizations, and monitoring of legislative, regulatory and public health policy issues and proposals at the federal, state and local levels. Steven frequently appeared in major media to give his expertise on pharmacy and other health policy issues.
Steven has practiced in community, hospital, and managed care pharmacies. His many pharmacy administrative roles have included outpatient pharmacy management, wholesaler operations management, pharmaceutical contracting, drug information/formulary and academic detailing oversight, centralized sterile compounding administrative responsibility, and much more. Prior to this position, Steven was a U.S. Army Pharmacy Specialist.
He has extensive board and leadership involvement in pharmacy organizations, including as past president of the Academy of Managed Care Pharmacy, the American Society for Pharmacy Law, the California Pharmacists Association, and the California Society for Health-System Pharmacists.
Steven has made many presentations at schools, associations, and consumer groups, mostly about pharmacy practice, managed care, or pharmacy law and ethics. He has testified before many California legislative and regulatory committees about the practice of pharmacy, as well as lobbied the U.S. Congress for pharmacy-related legislation.
Steven is a part-time faculty member at the University of California, San Diego School of Pharmacy. He is Chair of the Dean’s Advisory Council at theWestern University School of Pharmacy. He is the President and Chair of the Board at the Institute for Pharmacy in the Public Interest.
Steven holds a Doctor of Pharmacy from the University of Southern California and a Juris Doctor from Northup University. He also holds leadership executive certificates from USC and the University of North Carolina and is the past Executive in Residence at Western University of Health Sciences.
